Private hire vehicles and motorcycle taxis: the exam becomes mandatory for all new drivers

The government is eliminating the possibility of obtaining a professional driver's license for private hire vehicles (VTC) or motorcycle taxis based solely on experience. A decree published in the Official Journal on Tuesday, August 11, now makes the entrance exam the only way to practice these professions in France. This reform aims to guarantee a uniform level of qualification for all drivers.

Until now, candidates could take the exam organized by the Chambers of Trades and Crafts or apply for an equivalency by demonstrating at least one year of experience as a professional passenger transport driver within the previous ten years. This second option was specifically created to facilitate the retraining of drivers under the LOTI status, which focuses on on-demand public transport.

Fraud and regulatory gaps observed

According to the Ministry of Transport, the equivalency route was no longer fulfilling its original purpose and had become less common than the exam. Authorities also reportedly observed insufficient knowledge of the regulations specific to ride-hailing services among some drivers who obtained their licenses through this method.

The government also cites a significant number of attempted frauds in recent years. The provisions allowing for the issuance of a license through equivalency were therefore repealed on August 5th. The government presents this repeal as a measure to professionalize private passenger transport.

Motorcycle taxis are also affected

The reform concerns drivers of private hire vehicles (PHVs), but also drivers of two- or three-wheeled motorized vehicles used to transport clients. Anyone wishing to become a PHV or motorcycle taxi driver will now have to pass the exam organized monthly by the network of chambers of trades and crafts.

An exception remains in place for professionals already qualified in another European Union country. These individuals will still be able to apply for recognition of their qualifications in order to work in France, in accordance with European rules on professional mobility.
