Dominique de Villepin unveils a series of particularly ambitious economic proposals. In a text entitled "Big Bang – The Republican Rule," the former Prime Minister wants to eliminate all tax and social security loopholes, drastically simplify the tax system, and reduce the public deficit to 3% of GDP by 2032.
The former head of government believes that traditional budgetary solutions are no longer sufficient. "France has become powerless," he writes, going so far as to compare the current situation to that of "1788." According to him, attempting to balance the public finances with "supposedly reasonable" measures is now "futile," as the state has become incapable of effectively controlling its spending.
A "new night of August 4th"
Dominique de Villepin is proposing, among other things, a "major law to eliminate tax and social security loopholes," which he presents as a "new Night of August 4th." Programs benefiting, in particular, people with disabilities, overseas territories, or certain businesses would be eliminated, but the former Prime Minister promises that the savings generated would compensate the most vulnerable and directly fund certain public policies.
His plan also includes a complete overhaul of the tax system, centered around nine major taxes. He advocates, in particular, a single wealth tax that takes into account "all sources of wealth," as well as increased inheritance taxes, offset by a complete tax exemption for lifetime transfers.
Finally, Dominique de Villepin wants to establish a single CSG (General Social Contribution) rate for everyone and transfer over €200 billion in employee and employer contributions to this levy. He even proposes broadening its base to include certain expenses related to artificial intelligence. This radical program further confirms his presidential ambitions, even though he has not yet officially announced his candidacy.
