The government is considering a major reform of gift tax laws to encourage the French to transfer their assets earlier. The stated objective at the Prime Minister's office is to promote the flow of capital to younger generations rather than waiting for the death of asset holders to organize the transfer.
Among the options being considered are the implementation of a more favorable exemption scheme and a single tax rate. The government is thus seeking to simplify current rules and make donations more attractive, as existing mechanisms rely on several levels of allowances and taxation depending on the amounts transferred and the relationship between the donor and the recipient.
A challenge in the transmission of heritage
The proposed reform also addresses a demographic and economic issue: a significant portion of French wealth is held by older generations, while younger households face greater difficulties in becoming homeowners or building up savings. Early inheritance could allow these funds to be used more quickly for the beneficiaries' projects.
The precise details of the scheme still need to be finalized, and its potential legislative implementation remains to be defined. Matignon ( the Prime Minister's office) nevertheless intends to make the early transfer of assets an economic driver, with the aim of encouraging intergenerational gifts while fundamentally reorganizing their tax treatment.
