Paris: The right wing is calling for a referendum to transform the municipal police force.

The Parisian right wing wants to submit a reform of the municipal police to residents. Among the proposals presented on Wednesday, November 4, 2026, are arming officers, deploying drones, and testing surveillance robots. This initiative reignites the debate on the missions and resources of the municipal police in the capital.

Security is once again at the heart of political discussions in Paris . Right-wing opposition members are calling for a local referendum to allow residents to vote on reforming the municipal police force. Their goal is to strengthen officers' ability to intervene, particularly in cases of incivility and certain types of crime. This proposal comes as the issue of police presence on the streets remains a point of contention among the various Parisian political parties.

The Paris municipal police, created in 2021, primarily carries out missions of prevention, monitoring public spaces, and combating antisocial behavior. Its officers intervene, in particular, to enforce certain municipal regulations and ensure a visible community presence. The right wing, however, believes this model must evolve to meet residents' expectations. It specifically wants to open a debate on arming municipal police officers, a measure that has divided the capital's political leaders for several years.

Robots and drones to strengthen surveillance

Among the proposals put forward is the trial of 30 patrol robots, modeled on systems already used in Singapore . These autonomous devices could circulate in certain public spaces to contribute to surveillance missions. Their use would, however, raise several practical and legal questions, particularly concerning the protection of personal data, the recording of images, and liability in the event of an incident.

The Parisian right wing is also proposing the deployment of 100 tactical support drones equipped with onboard cameras. According to the project's proponents, their use would be limited to situations where a crime is caught in the act. These devices could allow for the rapid observation of an area or the transmission of information to teams on the ground. However, their deployment would have to comply with national regulations governing aerial surveillance and civil liberties. A municipality cannot unilaterally decide to disregard these obligations.

The arming of agents remains a point of disagreement.

The arming of the municipal police is one of the main points of contention between the various political factions in Paris. Those in favor believe that officers must have equipment suited to the risks they encounter during their interventions. They also believe that strengthening their equipment could improve their ability to respond to certain dangerous situations.

Those opposed to lethal weapons favor a municipal police force focused on community policing, prevention, and combating antisocial behavior. They emphasize that maintaining public order and fighting crime are primarily the responsibility of the national police. The issue therefore also concerns the division of responsibilities between the City of Paris and the police prefecture, which retains a crucial role in organizing security in the capital.

The details of the referendum are yet to be determined.

Organizing a local consultation would allow Parisians to be placed directly at the heart of the debate. However, holding a referendum depends on specific rules and institutional decisions. A municipal consultation alone could not modify the powers of municipal police officers or authorize equipment whose use falls under national legislation. The exact procedures for the vote desired by the right wing therefore remain to be determined.

The proposal comes as Parliament considers a national reform of municipal police forces. The legislation notably includes an expansion of certain judicial powers and an experimental framework for the use of drones. In Paris, discussions could therefore focus as much on human resources as on new technologies. Beyond the political confrontation, the central question remains the effectiveness of the proposed measures and their compatibility with individual liberties.

A matter of security and budgetary choices

The proposed transformation would also come at a cost. Acquiring drones, deploying robots, training staff, and potentially upgrading their equipment would require additional investment. These expenses would be compounded by maintenance, upkeep, and technical support costs. At this stage, no comprehensive budget is sufficiently documented to accurately assess the cost of the proposed measures.

For residents, the issues therefore go beyond the mere question of arming the police. They concern police presence in neighborhoods, violence prevention, the fight against antisocial behavior, and democratic control of surveillance tools. The referendum request put forward by the Parisian right wing opens a new phase of debate on the future of the municipal police. It remains to be seen whether this initiative will be placed on the agenda of the municipal institutions and in what form Parisians might be consulted.
