Sébastien Lecornu has called for the creation of a new unit tasked with protecting the state's IT systems against major cyberattacks. This decision comes after the recent data breach that hit the tax administration and exposed the information of hundreds of thousands of taxpayers. The Prime Minister believes that too few ministries currently have a level of security adequate to address the increasing digital threats.
This "contact team" must be composed of specialists from the National Cybersecurity Agency of France (ANSSI). It will be the first line of response when a serious breach or a violation of sensitive access is suspected within a government agency. The Secretary General for Defense and National Security must quickly present the organization of this unit, its rules of engagement, its resources, and the name of its future head.
An intervention before, during and after the attacks
The new team will need to be mobilized as soon as the first signs of a potential cyber crisis appear. It will support the ministries during the attack and then participate in securing and restoring the affected systems. A systematic analysis will then be submitted to the Prime Minister's office to identify vulnerabilities and prevent their recurrence in other government departments.
The Prime Minister describes a massive, organized, and hybrid threat, involving foreign states, criminal networks, and lone hackers. He believes that cybersecurity depends not only on financial resources but also on the daily adherence to basic security rules. Therefore, training for personnel, securing access, and adopting best digital practices must accompany the strengthening of the state's technical capabilities.
