On another front, a government review dedicated to youth unemployment is preparing to formulate far-reaching recommendations. Alan Milburn, who is leading this work on what the report describes as a crisis of idleness among young Britons, intends to propose profound changes to the education system and an overhaul of social welfare.
Among the measures under consideration, primary schools in England would be required to identify, from a very young age, students likely to leave the school system at 16 without a job or further training. This early detection would be a central focus of the forthcoming recommendations.
