The Congolese government submitted a protocol at the end of July aimed at demobilizing the Democratic Forces for the Liberation of Rwanda (FDLR), a Rwandan rebel group active in the DRC. Washington says it has taken note of this initiative, which Kinshasa presents as the first concrete step in implementing the peace agreement signed in the United States.

The FDLR demobilization protocol, presented by Kinshasa at the end of July, marks, according to the Congolese government, the first operational implementation of the commitments made in the peace agreement concluded in Washington. The United States indicated that it had taken note of the document.

The FDLR, an armed group of Rwandan origin that has been established for decades in eastern Democratic Republic of Congo, constitutes one of the most persistent points of contention in the regional conflict. Their demobilization is among the demands made by Kigali as part of the peace negotiations.

This protocol therefore represents a significant political gesture on the part of Kinshasa, even if the concrete details of its implementation remain to be defined. The measured American reaction so far suggests that Washington is monitoring developments without becoming more involved at this time.
