Ukraine: Following raids and suspicions of corruption, Zelensky's chosen prosecutor general resigns

A new bombshell has dropped at the highest levels of the Ukrainian state. Ruslan Kravchenko, Ukraine 's Prosecutor General since June 2025, has resigned following raids conducted as part of a wide-ranging anti-corruption investigation directly impacting his administration. He describes his decision as "political," as the National Anti-Corruption Bureau (NABU) and the State Anti-Corruption Office (SAPO) investigate an alleged network involving bribery, fraudulent call centers, and money laundering.

This resignation comes just two days after the revelations about the searches carried out in the Prosecutor General's office and the discovery of a safe filled with banknotes . The photographed money was not presented as coming from Kravchenko's personal safe, but the premises used by the Prosecutor General were indeed involved in the operations.

Kravchenko announces a "political decision"

Ruslan Kravchenko announced that he had submitted his resignation to President Volodymyr Zelensky and to the Verkhovna Rada, the Ukrainian Parliament.

“This is a political decision, and I made it consciously. I don’t want the office of Attorney General to be used as a tool for political confrontation ,” he said. He also thanked Volodymyr Zelensky and the members of parliament, asking them to accept his resignation.

The prosecutor general is maintaining his line of defense. "My position regarding the accusations remains unchanged ," he stated. Ruslan Kravchenko has not been formally named a suspect and denies any involvement in the alleged scheme uncovered by investigators.

An alleged network at the very heart of the Public Prosecutor's Office

The case is particularly sensitive. The National Anti-Corruption Bureau of Ukraine and the Special Anti-Corruption Prosecutor's Office claim to have dismantled an alleged criminal organization made up of, among others, sitting prosecutors and people outside the Prosecutor General's Office.

According to investigators, this network was created in mid-2025. Its members allegedly received regular bribes to allow fraudulent call centers to continue operating unhindered. Some of the money was then laundered through various means, including real estate acquisitions, assets registered in third-party names, and bank accounts belonging to relatives. Five suspected members of the organization have been identified.

Among those arrested is Serhii Kropyva, deputy head of the International Cooperation Department at the Prosecutor General's Office. The High Anti-Corruption Court ordered his detention and set bail at approximately €2,32 million. He is suspected of laundering over €1,7 million in assets.

These elements bring Kravchenko's investigation closer to the point of interest.

The case became even more embarrassing for the Prosecutor General when recordings released by the NABU referred to a man described as the "boss ." Investigators describe him as having the surname Andriiovych and having previously headed the Ukrainian tax administration, characteristics matching Ruslan Kravchenko's background. However, this does not constitute an indictment by the Prosecutor General at this stage.

Elements of the case also point to a relationship between Kravchenko and Serhii Kropyva. Kropyva allegedly arranged for renovations to a house in Kozyn, an upscale residential area south of Kyiv , where Kravchenko lives. He claims his family rents the property.

Kravchenko categorically denied giving any instructions to protect illegal call centers or using his position to facilitate their activities.

Searches were carried out even in its premises.

NABU and SAPO announced on Saturday that they had uncovered a money laundering and fraudulent call center protection network involving, among others, an official from the Prosecutor General's Office. Searches were then carried out at several locations, including those used by Ruslan Kravchenko.

The prosecutor initially rejected the accusations, asserting they were unfounded. Just hours before announcing his departure, he indicated he had no intention of resigning and was preparing for his hearing before the relevant committee of the Ukrainian Parliament . His position ultimately changed after a meeting with Volodymyr Zelensky dedicated to discussing his future.

A new corruption scandal at the highest levels of Ukraine

The case involves a figure directly chosen by Volodymyr Zelensky. Kravchenko had been nominated by the Ukrainian president before being appointed prosecutor general in June 2025.

It erupts especially in a political climate already strained by corruption issues. Zelensky's former right-hand man, Andriy Yermak, has also been caught up in a major legal case , with suspicions notably concerning a money laundering scheme linked to a real estate project near Kyiv.

The situation is all the more sensitive given that the Ukrainian government provoked a crisis in the summer of 2025 by attempting to curtail the independence of NABU and SAPO. Faced with protests in Ukraine and criticism from European partners, Kyiv ultimately backed down.

Just over a year later, it was precisely these anti-corruption institutions that took their investigations to the very top of the Prosecutor General's Office. Ruslan Kravchenko denies any personal involvement, but he is now leaving his post as head of one of the country's most powerful judicial institutions.
