In a highly regulated setting where any political demands are carefully avoided, the presence of the General Confederation of Labor in the Tour de France publicity caravan may come as a surprise. However, this participation is neither anecdotal nor recent. Since 1947, the union has taken part in the event, now occupying two vehicles in the official procession that precedes the riders. Without direct remuneration, activists sign up each year to accompany the race, distributing tricolor pens and other CGT-branded items. The action is presented as a form of activism and not volunteer work, with the aim of placing the union in the festive landscape of an event perceived as the great popular mass of the summer.

A historical, symbolic and tolerated presence

The organization of the Tour grants the CGT a special status, inherited from a long history: during the Occupation, the union newspaper "La Vie ouvrière" had clandestinely continued its activities, some of its members having paid for this commitment with their lives. In return, the CGT's presence in the caravan would have been accepted as symbolic recognition, which explains its singular place in the current publicity campaign. Far from any direct discourse, the union does not carry out direct industrial action during the race. Its objective is rather to take advantage of the event to maintain its image with the general public. The operation is above all a communication strategy, driven by continuous visibility along the roads and the distribution of material that extends contact beyond the passage of the caravan. If the action remains discreet in substance, it does not escape its social roots. Certain current concerns, notably related to the ongoing budget reform and the elimination of public holidays envisaged by the government, circulate in the conversations. In other words, even in a festive setting, social tensions are never completely absent. And the CGT, by maintaining its presence where no one expects it, intends to remain in the field of vision.
