Since Friday, August 7, users of electric scooters and other motorized personal mobility devices must wear a helmet as well as retroreflective equipment in Paris and the departments of the inner suburbs.
This requirement applies in particular to riders of Segways, unicycles, and hoverboards using public roads in the Hauts-de-Seine, Seine-Saint-Denis, and Val-de-Marne departments. Helmets and high-visibility clothing must be worn at all times.
Up to 135 euros fine
Failure to wear a helmet is now punishable by a fixed fine of 135 euros. The absence of a vest or retroreflective equipment is punishable by a fine of 35 euros.
The Paris police prefecture justifies this measure by citing the sharp increase in the number of accidents. In 2025, 79 users of motorized personal mobility devices lost their lives and approximately 1,100 scooter users were seriously injured, representing a 33% increase in one year. The government is now considering making helmets mandatory nationwide.
