The Inspector General of Places of Deprivation of Liberty has published a particularly critical report on the organized crime unit (QLCO) of the Condé-sur-Sarthe prison. The independent authority refers to "systemic violence" committed by members of the prison staff and believes that certain practices seriously undermine the dignity of the inmates.
Following a visit conducted in May, inspectors described searches deemed humiliating, repeated intimidation, insults, deliberate nighttime awakenings, and behaviors that could constitute inhuman or degrading treatment. The report recommends an administrative investigation to establish responsibility and prevent any recurrence.
The Minister of Justice refutes the findings
In his response to the Inspector General, Gérald Darmanin asserts that no court decision, criminal complaint, or appeal has, to date, established any proven violation of the fundamental rights of individuals detained in this facility. The Minister of Justice maintains that the unit's operation complies with legal, security, and ethical requirements.
This controversy arises while a judicial investigation is underway following a complaint filed by six inmates accusing several staff members of violence and humiliation. Furthermore, an inspection of the prison administration is planned for the coming months to assess the operation of this high-security unit.
