The Strasbourg Administrative Court has ordered the state to reimburse a large portion of the expenses incurred by the municipality to house homeless people. The city will receive €242,284 and its municipal social action center €294,669, in addition to €3,000 in legal costs.
These sums mainly correspond to the accommodation of several families in a municipal gymnasium between 2022 and 2023. This solution had been put in place after the successive evacuations of a camp located in the center of Strasbourg.
A "culpable failure" on the part of the State
The court ruled that the city was justified in claiming reimbursement for these expenses, as emergency housing falls under the responsibility of the state. Former Green Party mayor Jeanne Barseghian, who initiated the legal action, asserts that this decision confirms that legal obligations were not met.
Strasbourg initiated this legal action in 2024, along with Grenoble, Lyon, Bordeaux, and Rennes, to denounce a housing system deemed "on its last legs." The state had already been found guilty of "culpable negligence" in similar cases concerning Grenoble and Bordeaux.
