On Wednesday, July 23, the Government presented an ordinance marking a decisive step forward in social convergence in Mayotte. Envisioned by the programming law for the reform of Mayotte adopted in August 2025, this reform sets January 1, 2028, as the date for Mayotte residents to be affiliated with the general social security system. The department, which has had a separate social protection system since becoming a French department in 2011, will gradually align its systems with those of the rest of the Republic.
A gradual integration until 2036
The Mayotte Social Security Fund will change its status starting in 2028. It will become a primary branch of the general social security system and join the network of local funds, while retaining certain specific features adapted to the Mayotte context. This change is part of a broader timeline that anticipates the gradual integration of all social legislation by 2036.
The stated objective of this convergence is to guarantee the people of Mayotte social rights equivalent to those of other French citizens. This harmonization will have to take into account local specificities, particularly demographic and economic ones, which have long justified the existence of a separate system in France's 101st department.
