The accusations concern alleged events that took place in Le Havre, where Édouard Philippe has served as mayor since 2010, with an interruption between 2017 and 2020 when he was Prime Minister. The complainant alleges practices that constitute not only embezzlement of public funds and favoritism, but also conflict of interest and bribery, according to the evidence presented in the proceedings. The politician strongly denies these allegations.
The person most directly involved reacted strongly to this new procedure. Édouard Philippe denounced it as a sordid vendetta orchestrated against him by the senior civil servant who filed the complaint.
