The administrative court has just ordered the state to pay nearly €540,000 to the city of Strasbourg. This decision penalizes a failure in the management of emergency accommodation for homeless people. The sum corresponds to the costs incurred by the municipality to house several homeless people in a gymnasium, costs that the state should have covered.
Repeated evacuations
This situation follows the successive evictions of a camp set up in the center of Strasbourg. Lacking alternative accommodation solutions offered by state services, the city had to assume this responsibility alone. The administrative court acknowledged the state's failure to fulfill its core responsibilities.
Other local authorities have won similar cases in recent months. Grenoble received compensation in March 2025, and Bordeaux in November of the same year. These successive rulings reveal a structural difficulty for the State in fulfilling its obligations regarding emergency accommodation across the country.
