Stephen Buyer, a former member of the House of Representatives, was found guilty in March 2023 on four counts of securities fraud. He was subsequently sentenced in September of the same year to 22 months in prison. The charges included insider trading carried out while he was working as a consultant.
The presidential proclamation does not provide a detailed justification for this pardon. It merely emphasizes that Stephen Buyer's services as Attorney General of the U.S. Army and as a member of Congress were "distinguished and highly productive."
The case is linked to his consulting work for T-Mobile US Inc., in the context of its $23 billion merger with Sprint. It was in this context that the insider trading allegations were uncovered, according to the court documents.
The White House also indicated that the pardon decision was based on the "advice and recommendations" of 52 current and former members of the U.S. Senate and House of Representatives, cited in the official proclamation.
Stephen Buyer served in Congress from 1993 to 2011 as a Republican from Indiana, before pursuing a career as a consultant in the private sector.
