The German government plans to invest 10 billion euros to strengthen civil protection and the country's emergency preparedness, as part of a broader rearmament and national security effort.
According to the Ministry of the Interior, these funds will be used in particular to modernize medical infrastructure, acquire approximately 1,000 specialized vehicles, install 110,000 portable camp beds and improve shelters as well as mass alert systems.
These measures are to be approved by ministers on Wednesday and are part of Germany's strategy to strengthen defense since the start of the war in Ukraine in 2022.
Boris Pistorius stated that it was impossible to strengthen military capabilities without also supporting civil protection.
Interior Minister Alexander Dobrindt indicated that funding would be committed until 2029.
German authorities are also seeking to prepare for so-called "hybrid" threats, including cyberattacks, disinformation campaigns, and attacks against energy infrastructure.
Since the Russian invasion of Ukraine, Germany has undertaken to modernize its old network of public shelters, much of which dates back to the Cold War.
