The ICC confirms an arrest warrant against a Duterte ally

The International Criminal Court (ICC) confirmed on Monday that it had issued an arrest warrant for Philippine Senator Ronald dela Rosa, a close ally of former President Rodrigo Duterte, on charges of crimes against humanity related to the war on drugs waged in the Philippines.

In a statement released from The Hague, the ICC indicated that the warrant had been issued under seal on November 6, 2025 by Pre-Trial Chamber I.

"This arrest warrant against Ronald Marapon Dela Rosa was issued confidentially," the jurisdiction said, adding that it was currently proceeding with its official disclosure.

Former Philippine National Police chief Dela Rosa is considered one of the principal architects of the anti-drug campaign launched under President Duterte, an operation that caused thousands of deaths and drew sharp criticism from the international community and human rights organizations.

The ICC has been investigating alleged extrajudicial killings committed as part of this controversial campaign for several years.
