Emmanuel Macron emphasized the non-offensive nature of this military presence, specifying that the soldiers would not be engaged in combat. "The potential is to send several thousand men," he declared, referring to a stabilization and reassurance mission within the framework of the so-called period of "the day after" the end of hostilities.
The president emphasized that this multinational force would aim to guarantee security and respect for any potential peace agreement, without seeking a direct confrontation with Russia. He also specified that this deployment would fall within the usual framework of French external operations, with prior military planning and a clearly defined mandate.
An international framework and security guarantees for Ukraine
These statements were made following a meeting of the "Coalition of the Willing," which brings together several dozen countries allied with Ukraine. The participants endorsed the principle of security guarantees described as "robust" for Kyiv, including mechanisms to monitor a possible ceasefire and strengthened international coordination to support Ukraine after the end of the fighting.
In this context, Emmanuel Macron reaffirmed France's willingness to participate in a multinational peacekeeping mission, recalling that French forces would not be deployed to conduct combat operations, but to contribute to stabilization and deterrence in a post-conflict phase.
