A statement from the Ukrainian president Volodymyr Zelensky sparked a heated controversy in Europe. During a speech in Kyiv, he criticized the blocking of significant European financial aid intended for Ukraine. This statement quickly fueled a new diplomatic crisis between Ukraine and Hungary.
The blocking of massive European aid
At the root of the conflict is a major disagreement over a European Union aid package intended to support Ukraine. This program, valued at approximately 90 billion euros, is meant to finance the functioning of the Ukrainian state and support the war effort against the Russian invasion.
However, decisions of this kind must be unanimously approved by the member states. Hungary is currently opposed to the plan, which is blocking its adoption. Viktor Orbán's government maintains that it wants to protect its country's economic and energy interests before giving its approval.
For Kyiv, this blockage is particularly problematic, as European aid constitutes one of the main sources of funding for the country in the midst of war.
Hungary's confiscation of millions of euros and gold bars
Tensions escalated further after an incident on the Hungarian border. Authorities in Budapest intercepted a Ukrainian convoy of armored vehicles carrying approximately €40 million in cash and gold plates. According to Hungarian authorities, those arrested identified themselves as employees of the National Bank of Ukraine.
The convoy had come from Vienna and was heading towards Ukraine. Hungarian police stopped the vehicles and detained the occupants for questioning. The individuals were eventually released, but the authorities decided to confiscate the cash and gold.
Budapest claims that the individuals transporting the funds were unable to provide clear documentation regarding the origin and destination of this substantial sum. In accordance with anti-money laundering laws, Hungarian authorities have therefore decided to seize the funds pending further explanation.
On the Ukrainian side, this decision provoked strong anger. Kyiv considers this confiscation illegal and maintains that the funds belong to the Ukrainian state. Some Ukrainian officials claim that this money was intended for urgent financial operations related to the war.
Growing political distrust
This financial incident has severely strained the already fragile relationship between the two governments. For Ukraine, the confiscation of the funds represents a hostile act by a member state of the European Union.
Hungary, for its part, maintains that it was simply applying the law. Viktor Orbán stated that the authorities could not allow such a large sum of cash and gold to enter their territory without documents proving its origin and destination.
This confrontation reinforces the image of an increasingly conflictual relationship between Kyiv and Budapest, already marked by political and energy disagreements.
A diplomatic incident occurred during a prisoner exchange.
Tensions also surfaced during a recent prisoner exchange between Russia and Ukraine. In this operation, Russia released several Ukrainian prisoners, including two soldiers with dual Hungarian and Ukrainian citizenship.
Instead of returning them to Kyiv with the other prisoners, Russia decided to transfer them directly to Budapest. This decision greatly angered the Ukrainian government, which believes that all Ukrainian prisoners should have been handed over to the authorities in Kyiv.
This episode has been interpreted by some Ukrainian officials as an attempt to bypass the Ukrainian government and strengthen relations between Moscow and Budapest.
A political rivalry that goes beyond the incidents
Beyond these successive episodes, the crisis between Ukraine and Hungary reflects deep political differences. Viktor Orbán is often considered the European leader closest to Moscow and regularly criticizes certain European policies related to the war in Ukraine.
Conversely, Volodymyr Zelensky's government believes that European unity is essential to support Ukraine against Russia.
Between financial blockages, energy tensions, confiscation of money and diplomatic incidents, relations between the two countries are currently going through one of their most tense periods since the beginning of the war.
