The Ukrainian Ministry of Defense has just unveiled a major reform of its conscription system. Faced with a persistent shortage of soldiers, Kyiv is now offering fixed-term contracts and a substantial salary increase for recruits. This initiative aims to attract nearly two million Ukrainians currently wanted for failing to fulfill their military obligations to the army. Since the beginning of the conflict, many citizens of conscription age have fled the country or evaded mobilization.
Contracts to reassure volunteers
The new measures mark a strategic turning point in Ukrainian defense policy. The introduction of fixed-term contracts allows volunteers to commit for a set period, unlike the previous system which left uncertainty regarding the length of service. Salary increases constitute the other pillar of this reform, designed to make military service more attractive in a difficult economic climate for Ukrainian families.
