Regulated savings: a new avenue for financing major green energy projects

A report submitted to the government proposes using a portion of the savings held in the Livret A savings account to support certain renewable energy projects. The aim would be to reduce the financing costs of the most profitable installations, particularly large-scale infrastructure projects. The authors suggest that these funds, managed by the Caisse des Dépôts (a public financial institution), could be directed towards projects with the most competitive production costs, especially in wind and solar power.

According to this study, public subsidies for renewable energy have increased sharply in recent years, rising from €2,6 billion in 2024 to over €6 billion expected in 2026. This trend could accelerate further in the coming years. To contain this growth, the report recommends better targeting of support and promoting alternative financing mechanisms.

Levers to limit the cost to the State

Among the proposed solutions is the development of private electricity sales contracts, backed by public guarantees, to limit periods when market prices become negative. Strengthening storage capacity, particularly through batteries, is also considered essential to improving the overall profitability of these intermittent energy sources.

The authors also point to administrative delays, deemed excessive in France, which increase project costs compared to other European countries. Improved efficiency of installations could significantly reduce public spending, in a context of ongoing debate about the role of renewable energies in the national energy mix.
