The administrative court of Caen on Friday ordered the Minister of Justice to put an end to the violence perpetrated against inmates at the high-security prison in Condé-sur-Sarthe, Orne. The administrative decision comes after the publication in early July of a damning report on the practices of prison staff. The International Observatory of Prisons had then taken legal action to denounce these practices.
Practices denounced by several bodies
The judges specifically highlighted humiliating or brutal strip searches, as well as suffocating practices that could include the grasping of genitals. These incidents were documented following several alerts issued by the Inspector General of Places of Deprivation of Liberty. Several detainees have filed complaints against this treatment.
The Normandy prison, which houses inmates considered particularly dangerous, is now subject to a court order compelling the Ministry of Justice to take action. The Minister of Justice will have to implement the necessary measures to guarantee respect for the fundamental rights of incarcerated individuals.
