A system called France Services Agriculture has been piloted since the beginning of the year to centralize the procedures for those considering setting up a farm. Supported by the agricultural policy law adopted in early 2025, this "one-stop shop" is to be rolled out nationwide by the departmental chambers of agriculture in 2027.
The goal is to consolidate, within a single point of contact, the reception, guidance, and support services for future farmers, as well as for farmers wishing to transfer their farms. Until now, project leaders had to deal with a multitude of contacts to access aid and technical advice.
Responding to the decline in installations
In 2024, 12,661 farmers started their farms, a decline close to the level observed during the health crisis. The replacement rate for retiring farmers fell to just over 70%, its lowest level in ten years. In this context, professional organizations believe it is necessary to make career paths clearer and more attractive.
The future one-stop shop also aims to harmonize support mechanisms, particularly the young farmers' grant, the amount of which varies by region. It will need to involve all stakeholders (chambers of agriculture, cooperatives, support networks) in order to broaden recruitment and adapt projects to climatic and economic realities.
However, the financing of the scheme and its articulation with European funds remain major challenges to ensure its sustainability and to meet the challenge of generational renewal in agriculture.
